The Elliot’s Center for Recovery Management in Manchester Moves to New Location for Comprehensive Recovery Services

The demand for substance use disorder (SUD) treatment services in Manchester continues to grow, as the city remains at the center of the state’s opioid and drug overdose crisis. Between January 2024 and March 2025, Manchester recorded 65 overdose-related deaths, highlighting the urgent need for accessible addiction treatment and recovery support.
At the Elliot Center for Recovery Management in Manchester, addressing this public health crisis is at the core of our mission. On May 12, I was honored to join Elliot Health System leadership, Governor Kelly Ayotte, Mayor Jay Ruais, and members of our substance use treatment team in welcoming the community to our new recovery center location at 300 Hanover Street in downtown Manchester.
The Center for Recovery Management at Manchester is an office-based outpatient clinic providing comprehensive substance use disorder treatment for all substances including alcohol. We take a holistic, evidence-based approach to recovery. Our new, comfortable location brings together all of Elliot’s substance use disorder and addiction recovery services under one roof, providing comprehensive services and patient-centered care. Our multidisciplinary team, which includes medical providers, mental health counselors, recovery coaches, and case managers, offers a range of care options including:
- Medication-Assisted Treatment (MAT) – use of prescription medications in combination with counseling for the treatment of substance use disorders
- Individual, group, and family counseling
- Recovery coaching and peer support services
- Medical evaluation and addiction stabilization care
We also partner with the New Hampshire Judicial Branch and Hillsborough County North Recovery Court to lower incarceration rates and care for people in the criminal justice system. We offer an outpatient program that provides structured, community-based care to individuals seeking long-term recovery. In addition, our team creates integrated care plans for patients transitioning from inpatient treatment at Elliot Hospital, ensuring continued support after discharge. Through our MOM Program (Maternal Opioid Misuse), we’ve cared for over 120 pregnant and postpartum women, promoting the health of mothers and infants impacted by addiction. Additionally, 125 patients have received MAT services—this work saves lives.

Annette Escalante has more than 30 years of experience. She has worked in areas spanning substance use disorders, trauma, youth services, corrections, domestic violence, and sexual assault. She earned her Master of Social Work degree from the University of New Hampshire and is a master licensed alcohol and drug counselor (MLADC).
Before joining Elliot Health System, Annette worked for Farnum Center as the Vice President of Substance Abuse Services. She has also worked as the Director of the Bureau of Drug & Alcohol Services at New Hampshire Department of Health & Human Services, the Administrator of Women Offenders and Family Services for the New Hampshire Department of Corrections, and the Vice President of the Greater Nashua Council on Alcoholism, Keystone Hall for 12 years, where she oversaw all aspects of clinical programming, administration, and personnel.
Annette serves as a member of the NH Governor’s Commission on Alcohol and Other Drugs, an advisory committee member for the NH Governor’s Recovery Friendly Workplace initiative, and as an adjunct professor at the University of New Hampshire and Granite State College. She is also the past president of the New Hampshire Providers Association and a previous member of the New Hampshire Board of Licensing for Alcohol and Other Drug Use Professionals.
