About the Grant

Elliot Health System is proud to have received a Federal Grant from the Department of Labor to support this project in collaboration with multiple state and community partners. Collectively, our goal is to create opportunities for individuals from diverse, underrepresented, and underserved backgrounds to either join or advance their career in the nursing workforce. The Nursing Expansion Grant is being implemented by the Granite State Partners Program.

What is Granite State P.A.R.T.N.E.R.S.? 

Granite State P.A.R.T.N.E.R.S - (People Aligning Resources Towards Nursing Expansion and Retention Strategies) is a statewide project designed to tackle the staffing shortage and strengthen the future of health care in New Hampshire.

Access a range of support services including educational opportunities, career development guidance, financial aid, and mentoring to propel your nursing career forward.

Financial Assistance

Participants may be eligible to receive funding and support services that include:

  • Scholarships for tuition for various nursing pathways: LNA, LPN, ASN, RN, BSN
  • Support services based on individual need.
  • Access to free career advising and coaching services

Who Can Apply?

  • Individuals who are age 17 or older and have completed secondary school or have dropped out of secondary school.
  • Individuals who or are not currently enrolled in a nursing program
  • All participants served must be unemployed, underemployed, or an incumbent worker
  • Unemployed workers: An unemployed worker is an individual who is without a job and is available to work.
  • Underemployed workers: This term refers to individuals who are not currently connected to a full-time job that corresponds with the individual’s level of education, skills, or wage and/or salary earned previously. For example, a highly skilled and educated individual working in lower-skill, lower-paying job (an individual with an engineering degree working as a pizza delivery man as the main source of income).
  • Incumbent workers: Currently employed LNAs or LPNs who want to advance to an RN or other higher position. Other full-time workers not in the healthcare field who want to transition into a nurse or nurse educator career.

Applicants will be required to summit at least one reference, and proof of need/benefit from participating in the program.

Elliot Health System is the largest provider of comprehensive healthcare services in southern New Hampshire. Its flagship service, Elliot Hospital, is a not-for-profit, 296-bed acute care facility located in Manchester, New Hampshire. Southern New Hampshire Medical Center, with 188 beds, serves close to 100,000 patients each year. A Magnet® Hospital since 2006, the Medical Center is recognized for nursing excellence. We have also earned hospital accreditation from DNV GL Healthcare, the only hospital accreditation program approved by the U.S. Centers for Medicare and Medicaid.

The Office of Workforce Opportunity (OWO) within the Department of Business and Economic Affairs (BEA) serves as the state level administrative entity for all WIOA Title I Adult, Dislocated Worker, and Youth funds flowing to New Hampshire from the US Department of Labor (USDOL). BEA is the state entity fiscal agent and the official grant recipient of WIOA Title I funds.

As a single state service delivery area, New Hampshire has developed a highly aligned governance and administrative structure that sets policy direction and performance goals and provides oversight to hold the workforce development system fully accountable. The State Workforce Innovation Board (SWIB) serves as the advisory body for the development, update, and evaluation of the planning process to ensure that workforce development programs remain fully responsive to New Hampshire’s economic development and labor market needs. State agencies work in a coordinated manner to oversee the implementation of a host of specific workforce development programs. Local agencies (or local administrative arms of state agencies) are responsible for managing programs and providing services to customers.

OWO staff serve as staff to the SWIB, assisting the board in carrying out the vision, mission and goals as established for the one-stop service delivery system known as NH Works.

Franklin Pierce University is a small private not-for-profit educational institution with NH locations in Rindge, Lebanon, and Manchester in addition to locations in Goodyear, AZ, and Round Rock, TX.  The School of Nursing is located at the Manchester Campus and offers several nursing programs including the RN to BSN, MSN, and MSN/MBA programs all of which are offered online.  The School of Nursing also offers an accelerated hybrid Master's Entry to Practice Nursing Program for individuals with a non-nursing bachelor's degree who are interested in becoming a nurse.  All programs are designed for adult learners and feature a supportive and respectful learning environment.  The University is accredited by the New England Commission of Higher Education and the nursing programs are accredited by the Accreditation Commission for Education in Nursing and approved by the NH Board of Nursing.

For more than 60 years, The Mental Health Center of Greater Manchester (MHCGM) has offered a comprehensive system of care that has provided exceptional evidence-based practices to ensure that people of all ages have access to behavioral healthcare. MHCGM is the largest outpatient behavioral healthcare provider in the state of New Hampshire, serving nearly 11,000 children, teens and adults each year, and partners with many community organizations to provide services in schools, hospitals, and more. MHCGM operates over 30 specialized programs some of which include; Bedford Counseling Services, North End Counseling, The Cypress Center, InShape, ProHealth Integrated Care and Child & Adolescent Services. MHCGM also offers Medication Services, Medication Assisted Recovery (MAR), Supported Employment, Emergency and Interim Care Services and employs a Rapid Response Team that serves the community on a 24/7 basis. MHCGM is an agency that values research and development, and recently added Transcranial Magnetic Stimulation (TMS) as an alternative treatment for major depressive disorder to its suite of services. The Mental Health Center of Greater Manchester is affiliated with the Department of Psychiatry at Dartmouth Medical School and employs nearly 500.  Designated as the CMHC for Region VII (Greater Manchester) by the NH Bureau of Behavioral Health, MCHGM provides a broad range of services to treat all levels of care including those diagnosed with serious and/or persistent mental illness. MHCGM has earned an international reputation as a center of excellence that has offered consultation to numerous providers from at least 33 other states and 10 foreign countries.

New Hampshire Employment Security (NHES) operates 12 NHWorks offices located throughout the state where individuals can obtain free assistance connecting with employers, attending recruitment events and job fairs, working on a resume or polishing up interview skills. In addition, the department administers many training assistance programs helping individuals afford the training needed to gain entry into careers that can create multi-generational change. The Center for Life Management (CLM) is a non-profit community mental health organization that has been serving the people and communities of Southern New Hampshire for more than 55 years. CLM provides innovative programs and evidence-based mental health services including in-office, community-based and telehealth care. Services include diagnostic assessment, individual and group psychotherapy, home and community-based counseling services, medication evaluation and monitoring, case management and family support as well as 24/7 acute care and crisis intervention including mobile crisis response. CLM also offers specialized services in the areas of Transcranial Magnetic Stimulation (TMS) treatment for depression, Collaborative Care service coordination and treatment for individuals with mental health needs and Intellectual and Developmental Disabilities, Brain Injuries, and/or Autism; Supported Housing and Homeless Outreach and Integrated Care onsite primary health care addressing medical and physical health, chronic disease prevention and management.

CLM provides services to individuals across the lifespan who experience mild to severe mental, emotional, behavioral, and/or intellectual and developmental health issues. Working closely with local and regional health and human service providers to ensure that client care is fully integrated, comprehensive, and community-based.

Families in Transition provides safe, affordable housing and comprehensive social services to individuals and families who are homeless or at risk of becoming homeless. Programs and services are designed to ensure that people have the seamless support they need to find and maintain long-term stability. Our goal is to partner with individuals and serve as a single hub they can utilize wherever they are in their journey to exiting homelessness. Families in Transition operates several social services centers in Manchester, NH, including an adult emergency center (199 Manchester St.), a family emergency shelter (177 Lake Ave), a food pantry (176 Lake Ave), the Willows Substance Use Treatment Center (293 Wilson St.), and offers multiple supportive or affordable housing options.

ApprenticeshipNH is a workforce training program of the Community College System of NH (CCSNH) that aims to promote high-quality Registered Apprenticeship and pre-apprenticeship programs in various leading industries throughout the state. The program is funded by U.S. Department of Labor Employment and Training Administration grants, and it offers technical assistance to employers in creating such programs. The program uses regional ApprenticeshipNH Hubs to build a sustainable infrastructure for Pre-apprenticeship and Registered Apprenticeship programs.  The Northern Hub, Western Hub, East-Central Hub, and Southern Hub is composed of partnerships among industry, community organizations, education, and state agencies that align with the geographic locations of the seven NH community colleges.  As an intermediary between the U.S. DOL and high schools, State agencies, and higher education partners, AppNH can provide ongoing support to employers and registered apprentices as well as coordinates pre-apprenticeship opportunities with employers and high schools.

The total funding of the Granite State PARTNERS Nursing Expansion Project is $3.75M with 80% funded through a U.S. Department of Labor-Employment and Training, Nursing Expansion Grant ($3M). Additional support of 20% is provided by non-Governmental resources.
